Unlock funding and grant opportunities for DBE firms
DBE certification provides access to set-aside contracts funded by the U.S. Department of Transportation (DOT), including highway, transit, and airport projects. Certified businesses gain a competitive edge by fulfilling federal and state DBE participation goals.
The DBE certification ensures your business meets federal requirements outlined in 49 CFR Part 26. You’ll be listed in your state’s Unified Certification Program (UCP) directory, increasing visibility with government buyers and contractors.
Certified DBEs can join exclusive state and local transportation networks, build relationships with prime contractors, and become eligible for joint ventures and subcontracting opportunities on federally funded infrastructure projects.
DBEs may access training programs, mentorship opportunities, and small business development centers (SBDCs) focused on helping disadvantaged firms grow and succeed in the government contracting space.
State DOTs and supporting agencies often offer grants, bonding support, and technical assistance to DBEs. These programs are designed to help improve your business’s financial capacity and scalability.

To register and qualify for DBE status with the federal government, an organization must meet the following criteria:
The business must operate independently and must not be controlled by another firm in a way that compromises the disadvantaged owner’s authority.
A disadvantaged owner must be involved in the day-to-day operations and have control over strategic, financial, and operational decision-making.
The business must be at least 51% owned, operated, and controlled by socially and economically disadvantaged individuals, as defined by federal guidelines.
Eligible disadvantaged owners must be U.S. citizens or lawfully admitted permanent residents.
